Competence Management Scheme favours multi-site waste management operations

From April 2008, When the Environmental Permitting Regulations came into force, it has been a requirement for management of permitted operations to show that their employees are trained & competent to carry out their work.

The first approved scheme was launched in March 2009 by CIWM & WAMITAB and is closely tailored to the needs of the different sectors that operate under permits, with an emphasis on training and qualification of individuals.  Qualifications are awarded at level 2 for low risk operations, rising to level 4 for high risk ones and can be achieved on the job, as an NVQ, or in the classroom, as a VRQ.

A second scheme was approved in July 2009, designed by ESA & EU Skills.  This scheme, known as a Competence Management System, focuses on the whole organisation and takes an approach that will be familiar to anyone used to the ISO standards for quality and environmental management.

It's up to the operator to decide which system suits them best, depending on the number of sites under management, operational style and the make-up of the workforce.
